Quebec Representative, Autism Society Canada

  • 50,000 individuals in Canada estimated with autism related disorders
  • $2 million minimum lifetime cost estimated per individual with autism who does not receive effective autism services through the Canadian health, education and social services systems.
  • $1 billion minimum cost per year estimated for support services to people with autism in Canada

Manitoba
(From Manitoba Families for Effective Autism Treatment - MFEAT proposal for Applied Behavior Analysis/Discrete Trial
Training for children with Autism (ADCA) Demonstration Project <now approved>)

  • $3.1 million cost per individual with autism over a 72 year lifetime
  • ABA cost at an early age is $1.7 million per individual on average
  • $603,955 current liability for a 3 year old with autism
  • $393,486 liability for same child enrolled in an ABA therapy program (assumes interest over inflation is 6% per year.)
Quebec
(This is an estimate of the costs/benefits of providing Lovaas ABA Therapy compared to conventional treatment, as produced by a health professional in Quebec for Peter Zwack, President of the Quebec Autism Society)

Comprehensive Costs associated with caring for a Person with Autism
using Conventional Therapies
Infant stimulation 0-3 yr. $ 7,600
Pre-school support and stimulation 3-5 yr. $11,400
Extra cost to school boards 5-21 yr. $224,000
Rehab., family support and respite 5-21 yr. $128,000
Vocational program 22-65 yr. $340,000
Residential program 22-65 yr. $1,700,000
Rehab 22-65 yr. $136,000
Total   $2,547,000
Average over 65 years   $39,184
  • This amount does not include all of the medical tests and treatments
  • Using the outcomes of the 1987 Lovaas study, 75% of the above costs
  • 47% would not need special help after the 3 years of intensive
  • 42% would require some continued support and special education now required
  • 11% would require services at the same level as currently.

Saskatchewan

Projected costs with ABA intervention

These figures would depend on

  • ·the degree of expertise of the therapists and program supervisors
  • Beginning ABA by age 4
  • 4 to 7 years of ABA early intervention
  • research supported intensity range of 25 to 40 hours of ABA per week
  • Outcomes reflecting the research percentages
  • 47% needing no further supports in education settings past middle elementary school, succeeding in mainstream education, and probably succeeding in mainstream life with gainful employment, taxpaying, and other contributions to the community
ABA in early intervention 4 to 7 years @ $25,000 to $40,000/yr $100,000 to $280,000
Other supports 4 to 7 years @ up to 10,000/yr 40,000 to 70,000
Life span supports (minimal)   50,000
Total (per person with autism in the 47% very positive success group) $400,000

Savings
(conservative projection) 30% of the 400 Saskatchewan persons with autism falling in very positive success group
120 ABA successful intervention individuals (30% of 400) @ $400,000 life cost $48 million
280 lower success intervention individuals (400 - 120) @ $.935 to $2.135 million $261.8 to $597.8 million
Total cost (400 persons with autism, 30% very minimal support) $309.8 to $645.8 million
Average cost per person with autism $774,500 to $1,614,500
Savings to Saskatchewan taxpayers ($374 m - 309.8 to 800-645.8) $64.2 to $154.2 million
Savings to Sask. Taxpayers per person with autism ($64.2 & $154.2 m /400) $160,500 to $385,500
Average savings to Sask. Taxpayer per person with autism $273,000
· (optimistic projection) 47% of the 400 Saskatchewan persons with autism falling in very positive success group
188 ABA successful intervention individuals (47% of 400) @ $400,000 life cost $ 75.2 million
212 lower success intervention individuals (400-188) @$.935 to $2.135 million $198.22 to $452.62 million
Total cost (400 persons with autism, 47% very minimal support) $273.42 to 527.82 million
Average cost per person with autism $683,550 to 1,319,550
Savings to Saskatchewan taxpayers ($374m-273.42 to 800-527.82m) $100.58 to 272.18 million
